The Warren Commission (WC) said Lee Harvey Oswald (LHO) fired three shots from the southeastern window of the Texas School Book Depository (TSBD). There is evidence from the House Select Committee on Assassinations (HSCA) that shows this is a falsehood.

In the HSCA Report (HSCAR) they mention a dissenting vote by Senator Christopher Dodd due to the IMPOSSIBILTY of LHO being able to fire both the first and second shots.

Examination of the Zapruder motion picture camera by the FBI established that 18.3 pictures or frames were taken each second, and therefore, the timing of certain events could be calculated by allowing 1/18.3 seconds for the action depicted from one frame to the next. …Tests of the assassin’s rifle disclosed that at least 2.3 were required between shots. (WCR, p. 97)

IF the time was 1.66 between the first and second shots, and it was based on the acoustical evidence, then LHO could NOT have fired both shots! Dodd’s dissent went on to discuss how four expert marksmen of the District of Columbia Police Department could NOT fire two shots within 1.66 seconds using a Mannlicher-Carcano (M-C) with iron sights.
The other main point here is NOT just speed in recycling the bolt, but also the ability to reacquire the target and actually hit it! If we believe these numbers than we have to believe LHO MISSED with the first shot (when he had way more time) and then hit with the second one with ONLY 1.66 seconds to recycle the bolt, sight the target again and fire. I certainly don’t believe LHO could do this.
