General Charles Cabell was the number one man in the CIA at the time of the failed Bay of Pigs (BOP) invasion of Cuba in April 1961 (Allen Dulles conveniently left the country). The CIA had many assets in uniform as it provided good cover for their work overseas. General Cabell was an example of this tactic.
General Cabell was the person who briefed President John F. Kennedy (JFK) prior to the Bay of Pigs invasion. Robert Groden in "High Treason" quotes Victor Marchetti as saying that Clay Shaw, David Ferrie, E. Howard Hunt, Frank Sturgis, Bernard Barker, Charles Cabell, and Richard Nixon "were all working together in the CIA’s Bay of Pigs planning operation." JFK would later fire Cabell, along with CIA Director Allen Dulles, over the failure in Cuba.
Cabell and Richard Bissell were in charge of the U-2 program. Lee Harvey Oswald (LHO) was given a job within one week of his arrival in Dallas working on maps for the U-2 flights (Jim Garrison, "On The Trail of The Assassins"). In 1957, LHO was a radar operator at the U-2 base in Atsugi, Japan.
Due to the complete failure of the BOP, which some tried to blame JFK for, Cabell was fired by JFK. Cabell tried to bully JFK into using United States military planes in the operation when it was going badly and JFK said no. Using military equipment would have been an act of war, so JFK wisely wouldn’t authorize it.
JFK asked for Cabell’s resignation, and he was replaced on February 1, 1962, as the CIA's deputy director. This was a long time as he should have replaced him immediately. Cabell joined others in the CIA who hated JFK. He was a dangerous man to have as an enemy. Former New Orleans District Attorney Jim Garrison wrote this about Cabell and the CIA in his book “On The Trail Of The Assassins.”

Certainly a powerful individual who also held a top position in a major espionage apparatus and had been at odds with the departed leader would be high on the list of suspects.
However, General Cabell, who fit the description perfectly, was never even called as a witness before the Warren Commission. One reason may have been that Allen Dulles, the former C.I.A. director (also fired by Kennedy), was a member of the Commission and handled all leads relating to the Agency. During the nine years that Dulles had been the C.I.A.’s chief, General Charles Cabell had been his deputy. (On The Trail Of The Assassins, p. 104 [hardcover edition])

This is a very good point. Why was Cabell, and Dulles too, never suspected officially? Why were they never called before the Warren Commission (WC)? Outside of being an extension of the power structure that wanted JFK gone, what other answer makes any sense? I can’t think of any.
People like Cabell saw JFK as a serious threat to the CIA autonomy and it’s existence. JFK was threatening the CIA by planning to withdraw the bulk of the American military from Vietnam, his plans to reach a peaceful solution to the Cuban issue, and the test ban treaty with the Soviet Union. All these moves were a move away from the Cold War which was the lifeblood for the CIA. It justified their budget and gave them the excuse they needed for their covert operations around the world. On top of all this, JFK said, according to Florida Senator George Smathers, that he would strip the CIA of its “exorbitant power.” (Ibid., p. 178)
Where did this power come from if not from the elected leader of the country? That is the key question.
Cabell was from Dallas, Texas, and his brother Earle was the mayor of Dallas at the time of the assassination. This alone should have caused him to be called by the WC. Earle Cabell was “installed" as mayor of Dallas on May 1, 1961. What experience did he have to be mayor of a large city? None it would seem.
Mr. HUBERT - Prior to your becoming mayor, what occupation did you have? I simply want to get some background for the record.
Mr. CABELL - For the past 30-odd years I have been engaged in dairy products and food retailing in the city of Dallas and surrounding areas.
What made him qualified to be mayor beyond his connection to his brother? He also conveniently gave up this job in February 1964 to run for the House of Representatives. One could think this timing is odd. What made him qualified for a seat in Congress? Could his usefulness in Dallas have been over after the assassination?
On September 16, 1973, The Washington Post reported that “New Orleans District Attorney Jim Garrison as late as March 1971, was preparing to accuse another person of conspiring to assassinate President John F. Kennedy. Garrison’s intended defendant this time was the late Air Force General Charles Cabell, former deputy director of the Central Intelligence Agency.”
This never came about because Cabell died on May 25, 1971. Wikipedia makes no mention of how he died, but other sources say he died after a physical at Fort Myers.
Cabell certainly is a good suspect with his ties to Allen Dulles, William Harvey, James Jesus Angleton, E. Howard Hunt, David Atlee Phillips, D.H. Byrd and Richard Helms to name some. Byrd owned the Texas School Book Depository where the alleged assassin Lee Harvey Oswald supposedly fired from. He was also very active in the Civil Air Patrol which had once included Oswald and David Ferrie.
Cabell, along with Richard Bissell, was in charge of the U-2 Spy Plane program. Oswald was given a job within one week of his arrival in Dallas working on maps for the U-2 flights. Coincidence? In 1957, Oswald was a radar operator at the U-2 base in Atsugi, Japan, and when he "defected" to Russia in 1959 he allegedly threatened to give away U-2 secrets. The connections in this case are astounding.
It is a shame that Garrison never indicted him, but that would have been very tough to do.
Cabell was a man who would have had means, motive and opportunity to be involved in the assassination of JFK. Was he?
