The Warren Commission (WC) claimed Lee Harvey Oswald (LHO) traveled to Mexico City in late September 1963, to obtain a visa for travel to Cuba. They also claimed he returned from Mexico in early October 1963 with no visa. Unfortunately for the WC, the evidence in the twenty-six volumes shows LHO did not travel to Mexico City as claimed, but was rather impersonated and framed.
As we have seen previously in other posts the man who was supposedly in front of LHO in line for his visa to Mexico said he NEVER saw LHO at all, and he knew LHO by sight. We also saw previously that a woman who was at the Mexican Consulate in New Orleans said the man that was claimed to be LHO was NOT LHO at all. We have also seen the Sylvia Odio story is much more plausible than this claimed trip to Mexico City. We have also seen the whole bus charade was not possible as the authorities had to admit that the manifest was tampered with. Finally, we saw that the hotel registry was tampered with and that the so-called witnesses to LHO being in Mexico City were incorrect at best, and coached at worst.
This post will look at a few other things regarding this alleged trip to Mexico City.
*******************************************
LHO allegedly took a bus to Mexico City in late September 1963 armed with his passport and FM-8 card. We have been told that he was “quite talkative” on the bus and this seems odd since time and again he was described as “very quiet” by his co-workers at the Texas School Book Depository (TSBD) and other places. The story goes he talked with two Australian girls who remembered that he sat next to an Englishman and they said it appeared they did not know each other. LHO recommended the Cuba Hotel for the girls saying it was “clean and cheap” and making it sound like he had stayed there before. Supposedly this Englishman was a retired school teacher who had taught in India and Arabia. The name of this man was supposedly Albert Osborne, but it would be learned his real name was John (“Jack”) Howard Bowen.
The connection to these two surnames is seen in this case. In the case of Osborne we see LHO allegedly used this name when he ordered pamphlets for his Fair Play For Cuba Committee (FPCC) (Anthony Summers, Conspiracy, pp. 298 & 370). We also see a CIA memorandum (F-351) and other documents regarding Yuriy Nosenko signed by a “Howard Osborn” or mentioning “Howard Osborn” in the House Select Committee on Assassinations (HSCA) volumes (IV, pp. 38, 42, 46, and 56). It has been alleged that LHO had a library card with the “Jack Bowen” on it (see Jesse Curry’s book on page 108). There was a Bowen that worked at Jaggar-Chiles-Stovall the same time LHO worked there too.
The WC would have “Albert Osborne” located and interviewed, but they did NOT call him before them. Here is what they wrote about him on page 733 of their Report.

The man next to Oswald was probably Albert Osborne, a native of the British Isles who worked as a itinerant preacher in the Southern United States and Mexico for many years. Osborne denied that he sat next to Oswald; but in view of his inconsistent and untrue responses to Federal investigators concerning matters not directly related to Oswald, the Commission believes his denial cannot be credited. (WCR, p. 733)

Of course the WC does NOT tell us why his answers were “inconsistent and untrue” or what the questions were related to, but we do know they had NOTHING to do with LHO. It is ironic that this kind of language was never used in accordance with their OWN star witnesses that gave testimony that epitomized “inconsistent and untrue.” More than likely “Osborne” was NOT sitting next LHO, but rather someone playing “Oswald”. It has also been posited that "Osborne" was really a teacher at a CIA school in Mexico that taught folks how to kill. I don't know if this is true, but it is something to consider.
We see evidence of this in the next piece of evidence. Commission Exhibit (CE) 2478 is allegedly LHO’s FM-8 card (tourist visa), but we see the work of tampering on it. It is clear by the incorrect comma. Who would accept a card that had your name SPELLED wrong on it? Remember, this was to go to a FOREIGN country, not the next state over. This card displays his name as “Lee, Harvey Oswald” which would mean his name was Harvey Oswald Lee. It was not. Why would LHO accept this when it was INCORRECT and could get him restricted from entering the country since it would NOT match his other identification (passport)? WC defenders have said this was a simple mistake over the years, but they never say why LHO would accept a card that was wrong when he could have had them change it to show his correct name. Here is the card for your review.

Furthermore, you will see the signature does NOT match the name on the card as supposedly LHO signed it “Lee Harvey Oswald” when the card reflects his name as “Harvey Oswald Lee”. Surely the authorities would NOT accept this at the boarder.
We also see on his visa application (CE-2481) that he listed his name as LEE HARVEY OSWALD NOT Harvey Oswald Lee.

In CE-2121 we see the FBI did an investigation into this alleged trip and conveniently for them they use all “unnamed sources” so we have no idea who these sources were and if what they said was true. The report claims LHO had no issues getting into Mexico with a card that did NOT bear his CORRECT name! I doubt that, what do you think?
We see where the WC defenders get their excuse of a “mistake” being made as the report says:

As noted above, it was issued in the name of LEE, HARVEY OSWALD. It would appear that the comma was placed on the card in error inasmuch as the signature appearing on the original and duplicate portions of the FM-8 is LEE H. OSWALD.

Mistake or no mistake, again, why would LHO NOT have them correct this as it changes the name completely and in all likelihood would have presented problems entering Mexico or kept him from doing so. Furthermore, the assumption it was a “mistake” is just that, how do they know it was a “mistake” and NOT applied for (or made) that way? Right below this we again see on the application LHO allegedly listed himself as a “photographer” like we saw on the fingerprint card that was made AFTER HE WAS DEAD! Even if LHO thought of himself this way, why were the authorities listing his occupation as such when he was NOT a photographer? Was this his cover role for the CIA/DIA/ONI, etc…?
The WC presented no credible evidence for his departure route or means of transportation. As I said, the bus manifest was confessed to be forged at a later time to make it appear LHO was on the bus leaving Mexico City. When an FM-8 card is issued they give the person two copies, original and duplicate, and these are seized upon entry (duplicate) and departure (original). We are to believe that they noted his travel methods on the entry, but NOT the departure. Sure. If you have clicked the above link you will see the original copy of the alleged FM-8 on the right-hand side of the page. The FBI report claims there is NO room for this type of information. Maybe, but why was the WC and FBI incapable of providing us this departure and travel information in another way?
IF you want an overview of the bus manifest for the alleged departure then read CE-2122 as it goes over this. It says this about the manifest.

All you see for LHO is “Oswld” and “Lared” for Laredo, TX. I have already shown in-depth in another post this was handwritten AFTER the assassination so this is highly suspect.
We see again there is NO credible evidence in the twenty-six volumes showing LHO ever traveled to Mexico City and we know the WC relied heavily on the CIA for this area of the case. We also know this area of the case gave the members of the WC the greatest concern in most cases (perhaps equal to the SBT area).
