William Walter was a FBI clerk at the New Orleans office in November 1963. He was on duty on the night of November 17, 1963, when a teletype came in concerning President John F. Kennedy (JFK).
Mark Lane was in New Orleans working on his book, “A Citizen’s Dissent”, when he gave a talk on the assassination at Tulane University. Jim Garrison was with him as Lane was also assisting his with his investigation. Walter was there too and told Lane about the teletype. He said that he alerted the five agents who handled the local investigatory units and considered his duty finished.
Lane pulled Walter to the side, interviewed him and made out a statement concerning the important parts of the conversation. Garrison would follow-up with Walter and spoke with him several times, but nothing else happened at that time.
In 1976 Walter gave a copy of the teletype to Senator Richard Schweiker who was heading the Senate Intelligence Committee which was looking into the assassination. Lane used the Freedom of Information Act to obtain a copy, and then provided it to Garrison. Here is what Walter claimed it said. ALL RECEIVING OFFICES SHOULD IMMEDIATELY CONTACT ALL CIS, PCIS LOGICAL RACE AND HATE GROUP INFORMANTS AND DETERMINE IF ANY BASIS FOR THREAT. BUREAU SHOULD BE KEPT ADVISED OF ALL DEVELOPMENTS BY TELETYPE. OTHER OFFICES HAVE BEEN ADVISED. END AND ACK PLS.

This teletype was sent to ALL agents in charge with a specific time and place, but the FBI did nothing with this. They failed to alert anyone including the Secret Service (SS) who was in charge of protecting JFK. This is a major fail, if it was, as the FBI could have helped to avoid what happened in Dallas, but instead nothing was done.
None of the agents who were contacted by Walter, none of the agents in charge across the country, or J. Edgar Hoover (JEH) himself had ever mentioned this teletype to the press or the Warren Commission (WC). Why? Doesn't this sound like a cover-up to you?
