The Church Committee (CC) was formed to look into the activities of certain areas of the government (i.e. intelligence agencies) and they also included a brief overview of how these groups performed when it came to the area of the assassination of President John F. Kennedy (JFK). The primary intelligence agency in the "investigation" area, at least front and center that is, was the Federal Bureau of Investigations (FBI). From the moment it occurred their longtime director, J. Edgar Hoover (JEH), took charge of things even when his agency had no jurisdiction. The CC tried to make it sound like they did, but they didn't based on the Warren Commission Report and the FBI itself as we have seen in my "Statements That Sink The WC's Conclusions" (STSTWCsC) series. Here is what the CC wrote about this issue.

...Because the Bureau's jurisdiction was originally predicted upon statutes which made it a crime to assault a Federal officer, primary responsibility for the investigation by the General Investigative Division. (Church Committee, Part V, p. 32)

As we have seen previously in the STSTWCsC series posts, the FBI never had jurisdiction for the murder of JFK UNTIL President Lyndon B. Johnson (LBJ) gave it to them via an Executive Order (EO) on November 26, 1963, so this statement by the CC is incorrect. This statute never gave the FBI or any other federal agency jurisdiction for the JFK assassination. We also saw this in numerous posts in my "HSCA Says..." series on the House Select Committee on Assassinations (HSCA) pertaining to senior FBI officials involved in the "investigation." It is clear that on November 22, 1963, the ONLY groups with jurisdiction were the Dallas Police Department (DPD) and the State of Texas. This law would change, but not until 1965. So why did the CC try to make it seem legit that the FBI and Secret Service (SS) took over all the evidence on November 22 and November 23?
Now onto the purpose of this particular post. The CC would look at the performance of the Senior FBI officials in regards to the JFK assassination investigation. They began by writing this about JEH and other high officials.
Quote on
Almost immediately after the assassination, Director Hoover, the Justice Department and the White House "exerted pressure" on senior Bureau officials to complete their investigation and issue a factual report suporting the conclusion that Oswald was the lone assassin. Thus, it is not surprising that, from its inception, the assassination investigation focused almost exclusively on Lee Harvey Oswald. (Ibid.)

We again see that the agencies who pushed their way into the investigation and took all the evidence from the authority with jurisdiction, DPD, did not even bother to investigate anything beyond things that involved Lee Harvey Oswald (LHO). It is silly after writing this that the CC would call what followed in the days after the assassination an "Investigation" as no such thing took place at all. It is clear that within days of the assassination the senior officials at the FBI were being pressured to reach the conclusion that was arrived at almost immediately -- LHO did it all alone. Even with the full weight of the government behind the "investigation", how could they reach this conclusion so fast and be correct? It is impossible of course as it would take time to check out overseas leads and the possibility that other countries may have sponsored LHO at the very least or been active in the assassination in some manner. This in and of itself says a conspiracy took place in the assassination of JFK as there is no other reasonable explanation for a shoddy investigation and autopsy like we see. This was the President of the United States after all.
The VERY NEXT DAY after the assassination JEH was informing LBJ that it was the fault of LHO and only LHO!

On November 23, 1963, J. Edgar Hoover forwarded a FBI memorandum to President Johnson which detailed the results of the Bureau's preliminary "inquiry into the assassination" and "background information relative to Lee Harvey Oswald." The memorandum stated that "state complaints were filed on November 22, 1963, charging Oswald with the murder of President Kennedy" and detailed evidence which indicated that Oswald had indeed assassinated the President. Although the memorandum did not inform President Johnson that the FBI had on open security case on Oswald at the time of the assassination, it did provide a limited description of Oswald's background, including his visit to the Soviet Union and activities for the Fair Play for Cuba Committee. (Ibid.)

As you can see from the "preliminary inquiry" to the final conclusion the ONLY focus by the investigators was LHO. Please explain why to me IF a cover-up of a conspiracy was not in play here. What other reason could there be for a rush to judgment like this? Notice too how it says "detailed evidence" was available that showed "Oswald had indeed assassinated the President." Over fifty-nine years later we are still waiting for this "detailed evidence" as the evidence we were given in 1964 shows the exact opposite --LHO did not shoot JFK or anyone else.
We also see that JEH did not mention the open security case on LHO either to LBJ. Why? Because it shows the FBI would have dropped the ball if LHO was the actual assassin as JEH was claiming. Furthermore, why was there no real investigation of the Fair Play for Cuba Committee (FPCC) by the FBI? They were considered a radical group and were monitored by the FBI, but the FBI didn’t seem to be bothered enough to investigate if they were involved in the assassination of JFK in any way. Again, why?
The memorandum by Deputy Attorney General Nicholas Katzenbach is well-known so there is need to go over that. The discussion he had with JEH on November 26, 1963, isn’t so well-known. JEH relayed the details to Assistant Director Alan Belmont.

Katzenbach’s feeling that this [FBI] report should include everything which may raise a question in the mind of the public or press regarding this matter.
In other words, this report is to settle the dust, insofar as Oswald and his activities are concerned, both from the standpoint that he is the man who assassinated the President, and relative to Oswald himself and his activities and background. (Ibid., p. 33)

The report they are referring to was the FBI Report that would be dated December 9, 1963. This report was finished just seventeen days after the assassination, but was meant to “settle the dust" regarding LHO being the only guilty party. How could they have possibly looked into other possibilities in such a short period of time? It’s impossible of course.
This by itself shows that FBI’s, and the WC's by extension, conclusion is incorrect and that there was a conspiracy to cover-up the truth.
