From 1966 to 1969 New Orleans District Attorney Jim Garrison’s investigated the assassination of President John F. Kennedy (JFK) and prosecuted Clay Shaw for being involved in the conspiracy that conducted JFK’s murder.
During his investigation stage he learned of an incident that occurred at Bolton Ford in New Orleans that happened on January 20, 1961. Salesmen Fred Sewall and Oscar Deslatte recounted how two men claiming to represent the “Friends of Democratic Cuba” showed up at their dealership three months before the Bay of Pigs (BOP) invasion. They described the one as being a powerfully built Latin with a thick neck and a distinct scar over his left eyebrow. The second one was a thin, young white man who was in charge of the situation. (On The Trail of The Assassins, p.57 [hardcover edition.])
Garrison noted that in photographs of Lee Harvey Oswald (LHO) handing out leaflets later on in New Orleans there is a Latin who fits this description in them. Garrison posited that he was LHO’s bodyguard because intelligence agents involved in provocative activities received one. (Ibid.)
The men said that they wanted to purchase ten Ford pickup trucks. The Latin man, who said his name was “Joseph Moore”, said that they wanted a bid for the cost of the trucks, but it was to be in the name of “Oswald.” “Oswald” was the white man supposedly and was the one with the money. (Ibid., p. 58)
Deslatte didn’t have them sign a bid request, and instead printed the name “Oswald” on the form. What made all this odd is the fact that the real LHO was in the Soviet Union at the time. Why were these men using his name then?
It is interesting too that Garrison was able to obtain a detailed description of the men when the FBI claimed that DeSlatte couldn’t remember the particulars of the “Joseph Moore” man. In Warren Commission (WC) Document 75, page 677, we see this and a general overview of the incident.

You will notice that the FBI ignored Sewall as well in their November 25, 1963, report.
After the assassination both Sewall and DeSlatte called the FBI to report this encounter. They said that the FBI agents picked up the form that had “Oswald “on it with tongs. Garrison further learned that one of the incorporators of the “Friends of Democratic Cuba” was one Guy Banister. (Ibid.)
This could suggest that Banister was aware of LHO as early as January 1961. Garrison also thought that Kerry Thornley was the man who impersonated LHO at Bolton Ford. (Ibid., p. 73) Furthermore, he felt this was the work of the CIA, and given this incident was most likely tied to the BOP invasion that is a good assumption in my opinion.
Garrison’s assistant Frank Klein suggested that incident may show that the plans to assassinate JFK where in place as early as his inauguration. Garrison at the time didn’t think so, but seemed to be more open to it when he wrote his book.
LHO was definitely an expendable asset/agent, but it is a stretch to think he was being setup for the assassination this early in my opinion. It could have been to set him up for the Cuban invasion instead. Why? That event was closer, and if JFK had been killed in Los Angeles, Chicago, Miami or Tampa then there would have been another patsy in all likelihood.
