The Assassination Records Review Board (ARRB) was setup to have the remaining files relating to the assassination of President John F. Kennedy (JFK) held by the United States Government and the intelligence agencies released to the general public. They also used interviews and testimony conducted by the Warren Commission (WC) and the House Select Committee on Assassinations (HSCA) to present evidence related to the autopsy of JFK.
In addition to this, they also interviewed some individuals who were ignored by both the WC and HSCA. This post looks at one such individual – Floyd Boring. This interview took place on September 18, 1996.
Floyd Boring was an Assistant Special Agent-In-Charge (ASIAC), one of two along with Roy Kellerman, of the White House (WH) protective detail that reported to Gerald Behn. Boring was off on the day of the assassination and learned about it on the radio. He went to Andrews AFB on his own to meet the new President -- Lyndon B. Johnson (LBJ) – and flew with him on his helicopter to the WH. (ARRB MD – 259, p. 2)
Boring stated that he was the one who appointed Special Agent Winston Lawson as the advance man for the Dallas leg of the Texas trip. (Ibid.) He said that he didn’t know why Lawson was chosen which would indicate that Boring really didn’t select him as much as he was told to choose him. Why was Lawson wanted as the advance man and who wanted him?
Boring rebuffed any talk of the Secret Service (SS) being involved in a conspiracy or having lapses in their protection. (Ibid.) It is surprising that he would say this given the SS’s performance on November 22, 1963.
When asked if Inspector Thomas Kelley had ever interviewed him during his investigation into the assassination and Boring said no. (Ibid., p. 3) He further stated that no one had ever interviewed or questioned him. Why?
Boring said that the placement of the motorcycles was up to the local police as they wouldn’t have listened to them anyway if they tried to dictate the placement. He further stated that putting motorcycles right next to the presidential limousine wasn't a good idea as it would have been too noisy for JFK to talk with the other occupants. (Ibid.)
Boring was one of the two agents that searched the presidential limousine and the SS follow-up car (“Queen Mary”), but he couldn’t remember if this was done on the evening of November 22 or the morning of November 23.

Boring would tell the ARRB that the skull was about 1” X 2”. He said that he never touched it or held it. This is a major revelation as it would indicate that a shot had to come from the FRONT of the limousine! How else can we explain this? A shot from the back would not send a piece of skull to the rear.
He never wrote a report about this skull fragment. Why? Apparently Mr. Paul Paterni who searched the limousine with him didn’t write one either. Can you imagine this happening IF the fragment had been found forward of the limousine? Me either.
The next bombshell to rock the WC’s world is where he said “he did not remember anything about any bullet fragments at all.” (Ibid.) Remember, the WC claimed that two bullet fragments were found in the presidential limousine in Washington, D.C. It would seem that this isn’t correct according to the man who actually searched the limousine. He said in so many words that Robert Frazier’s testimony regarding these fragments was incorrect.
Mr. SPECTER - Now, where, according to information provided to you then, was the fragment designated Commission Exhibit 567 found?
Mr. FRAZIER - That was found by the Secret Service upon their examination of the limousine here in Washington when it first arrived from Dallas, and Commission No. 567 was delivered by Deputy Chief Paul Paterni and by a White House detail chief, Floyd M. Boring, to a liaison agent of the FBI, Orrin Bartlett, who delivered them to me in the laboratory at 11:50 p,m., on November 22, 1963.
Mr. SPECTER – Does that constitute the total chain of possession then from the finder with the Secret Service into your hands, as reflected on the records of the FBI?
Mr. FRAZIER – Yes, sir.
Well, according to Boring this isn’t true as he didn’t remember finding any bullet fragments at all. This is very important as these fragments along with Commission Exhibit 399 were the ONLY ballistic evidence they had and NONE of it had any chain of custody.
Despite these important revelations, Boring stated that he felt Lee Harvey Oswald (LHO) was the sole assassin of JFK. Amazing.
