In the 1990s the U.S. Congress set up the Assassination Records Review Board (ARRB) to get all the documents related to the assassination of President John F. Kennedy (JFK) released for public view. These documents involved all areas of the case and in this article, I will focus on the ones related to the alleged trip to Mexico City, Mexico, in late September 1963 by Lee Harvey Oswald (LHO).
As I have shown in my other series ("Statements That Sink The WC's Conclusions", The HSCA Says..." and "The Garrison Chronicles") there is NO evidence supporting the claim made by the Warren Commission (WC) that LHO ever went there in late September 1963. This claim originated with the CIA, but they too never offered any evidence to prove he was there. In fact, they had information that he was NOT there and never shared this with the WC.
Gilberto Alvarado Ugarte claimed on November 25, 1963, to have seen LHO in Mexico City at the Cuban Consulate receiving money from a red-haired Negro. Purportedly the money was for killing JFK. Was this correct? According to a November 30, 1963, CIA cable the answer is no.

So another claim about LHO being in Mexico City was shown to be false. The red-haired Negro was mentioned by Elena Garro de Paz as well and that too was shown to be false as she claimed that he was at a twist party and was with LHO.
Further proof of Alvarado lying about the exchange of money involving LHO can be found in another CIA document.

This document confirms that Alvarado was lying about seeing LHO in Mexico City. Furthermore, it shows the whole trip to Mexico was false as it states that on September 25 LHO left New Orleans and went to TEXAS! Yes, I know, Texas is where the southern border is, but this could also make it possible for him to be at Sylivia Odio's apartment on either September 26 or 27 as she and her sister said. This one statement shows the whole alleged Mexico City visit to be false as the Odio visit has more corroboration.

Why did the CIA and WC invent a trip that did not exist? Obviously, it was to do at least two things. Firstly, it was to build LHO's bona fides as an assassin. To do this they had him going to a place of international spy intrigue and meeting with the head of Soviet wet works (i.e. assassinations) in the Western Hemisphere -- Valeriy Kostikov. This is why it was important to claim he was there. Secondly, the CIA may have answered the second reason for us in another cable.

So LHO went there to possibly prepare his escape after he assassinated JFK according to this CIA document. The problem with this was how was he going to get back to Mexico by sitting in a movie theater? He could have headed to the border immediately IF he was guilty and would have stood a good chance of escaping, but instead we are asked to believe that he went to his rooming house and then a movie theater. Why not head to an airport or bus station instead? Oh, that is right, he did go to a bus station supposedly but decided to take a cab to near his rooming house instead of a bus leaving the area.
This post and all the other ones I have done show that the alleged trip to Mexico City is total stuff of fantasy. This leads to an interesting question. Why do so many self-proclaimed CTers state categorically that he went when there is no evidence to support this claim? Not only do they state it as a fact, but they attack you viciously if you don't agree that he went. Their attacks make the ones by the LNers seem tame in comparison. How any real CTer can believe that LHO went to Mexico City in 2024 is beyond me and shows why this case will never be solved unfortunately.
