In the mid-to-late 1990s, the Assassination Records Review Board (ARRB) was set up and was tasked with trying to get all the records and documents tied to the assassination of President John F. Kennedy (JFK). Their directive was from the U.S. Congress, which had passed the JFK Records Act, following the outcry after Oliver Stone had released his groundbreaking movie "JFK" in 1991. Despite this Act all the records and documents still have not been released by some of the intelligence agencies of this country despite the assassination having taken place sixty-one years ago.
Fortunately, they did a good number of these for us in the 1990s and this series continues to look at these in detail. The focus of this article is a memorandum, dated July 1, 1966, from Assistant to the Director Cartha DeLoach (officially number three man, but some say he was the actual number one man due to J. Edgar Hoover and Clyde Tolson being lovers and compromised) to Alex Rosen regarding an article that appeared in "Look" magazine (7/12/66 edition) that reviewed the recently released book "Inquest" by Edward Jay Epstein.
This three-page memorandum was designated MD 167 by the ARRB. A little background on DeLoach is needed here. He was a Knight of Malta (Catholic Secret Society) just as Clay Shaw was. According to Curt Gentry, in his Hoover: The Man and the Secrets, DeLoach had a phone at his bedside direct to President Lyndon Johnson, and Johnson could call him anytime.

Was this set up prior to the assassination? Based on what Eric Jon Phelps has said it had to be since DeLoach was the go-between for Francis Cardinal Spellman and Johnson.
According to researcher Phelps, "Vatican Assassins," the CIA was set up by the Knight of Malta society as one of its founders, "Wild" Bill Donovan, was a Roman Catholic and a Knight of Malta. Others known to be Knights of Malta were John McCone, William Casey and James Jesus Angleton. Also keep in mind that William Harvey was sent to Rome which is the base for the Knights of Malta society. According to Phelps it is situated at the Church of Jesus near the Vatican.
It cannot be forgotten that Clay Shaw also spent a good bit of time in Rome as well. New Orleans District Attorney Jim Garrison wrote this about Clay Shaw in his book "On the Trail of The Assassins."

If we look at the memorandum by DeLoach we will see this written and one has to wonder if the reviewer, Fletcher Knebel, was writing about Epstein's book or the Warren Commission (WC) Report (WCR).

This is a perfect description of the WC's work, except, they didn't even do a "superficial investigation" as they just skipped the investigation all together. I love how defenders of the faith (i.e., supporters of the WC) always have a double standard for everyone beyond the WC. The WC can blame a man with absolutely no valid evidence, and they don't care, but IF someone else tries to clear him, and they even have supporting evidence, they are still wrong.
The ire was directed at Knebel too even though he apparently set the story straight on Epstein's self-serving book as he had the audacity to write "an irresponsible magazine article for "Look" concerning the Director" in 1955. (Ibid.) I guess J. Edgar Hoover was some sort of god as no one could write anything that didn't make him look good. This article caused Knebel to be "not trusted and is not considered to be friendly towards the Bureau." (Ibid.)
DeLoach makes a brief comment about Epstein having been a "tourist in the Soviet Union in 1958" as that of course made him suspect in the eyes of the FBI.
Knebel's article was called "A New Wave Of Doubt" and this is incorrect as there had been a consistent wave of doubt since the time of the assassination. Knebel writes this about Epstein's book.

On first reading and even second and third, Epstein's book seems impressive...but I started to check some of Epstein's statements...and I soon became convinced Epstein was guilty of the very sins of which he accused the Warren Commission: distortion, ignoring testimony, sifting the evidence and adroitly selecting it to fit his theories and assumptions. Epstein had the gall to think that two assassins were involved in the murder of JFK. He rightly points out, and keep in mind that he did not have access to the enormous amount of evidence and information that we do today, that because the back wound did not exit JFK's body it couldn't possibly go on to hit Governor John B. Connally (JBC). We know from the reports of FBI Agents Francis O'Neill and James Sibert, who were present at the autopsy, that this information is correct and single-handedly sinks the ridiculous Single Bullet Theory (SBT).
The memorandum says, "On this basis Epstein feels the time sequence of the shots fired would have precluded one bullet from hitting both the President and Connally, thus showing that a second assassin would have to be involved. (Ibid.) The irony of course is that the underlined portion is what the FBI believes to this day! They have never accepted that JFK and JBC were hit by the same bullet. They totally ignored the testimony of witness James Tague who said he was wounded by an errant shot which led to the SBT. Officially, the FBI, and the Secret Service (SS), believe that there was three shots and three hits (wounds).
The article synopsis then tells a blatant lie about the back wound. It claims that despite O'Neill and Sibert reporting that no exit could be found for the back wound that it did indeed exit through the throat of JFK. What did they base this on? Nothing of course. We have seen in this series, and others by me, that O'Neill and Sibert noted that the wound was so shallow that Commander James Humes could only put a "fingertip" in it. How could it reach the throat then? Obviously it couldn't. Furthermore, this alleged wound tract (back to throat) was NEVER tracked at all by the prosectors, thus, there is no support for the claim that the two wounds connected.
We then see this gem from Knebel.

In commenting on the matter of the autopsy report, Knebel states: "Epstein may well be within in scholarly bounds by doubting the conclusions of the autopsy physicians, but to leap to the assumption that the findings were later falsified to match a theory of the assassination that proved politically appealing is quite a leap for an academician." (Ibid., p.3)

Well I have news for Knebel, this may be a "leap for the academician" but this makes perfect sense to the rest of us in the real world. When the autopsy findings do NOT match the known facts this is all one can conclude. This guy was either very naive or paid to look the other way. Instead of criticizing Epstein, Knebel should have been doing his job as a "journalist" and looking into this himself, but that might have been bad for his career.
This was another weak attempt to prop up the ridiculous WCR. All one needs to know is that the claims in the WCR are NOT supported by the evidence in the twenty-six volumes and Commission Documents (CDs). This proves the WCR is a pejorative document as all it was meant to do was misled the American people. This wasn't the only book the FBI was keeping track of that were critical to the WC either.
This memorandum finishes by quoting Allen Dulles saying, "If they found another assassin, let them name names and produce their evidence." In other words, you have to do what the WC never did. Sure, they named Lee Harvey Oswald (LHO) but they did NOT support any of their claims against him in the least. This kind of thinking is anathema to the American way of justice as it requires the defense to produce evidence and prove that it is innocent. Or you are guilty UNTIL you prove your innocence. That is scary.
