The House Select Committee on Assassinations (HSCA) would explore areas the Warren Commission (WC) did not. One such area was organized crime, and it ties to Jack Ruby and possibly the assassination of President John F. Kennedy (JFK).
A person who had contact with Jack Ruby in Dallas was James Dolan. He was the American Guild of Variety Artists (AGVA) representative who worked with Ruby in regard to the Carousel Club. It should be kept in mind that the WC ruled that Ruby had NO ties to organized crime in their report and we will see that this one person negated that finding.

Additionally, the committee found it difficult to dismiss certain Ruby associations with the explanation that they were solely related to his labor problems. For example, James Henry Dolan, a Dallas AGVA representative, was reportedly an acquaintance of both Carlos Marcello and Santos Trafficante. (HSCA Report, p. 156)

Ties to both Carlos Marcello and Santos Trafficante would make Dolan someone of interest, but of course the WC was not interested in anything that did not point to Lee Harvey Oswald (LHO). Dolan would have another connection to Nofio Pecora who was Carlos Marcello’s lieutenant. Jack Ruby would place a call to Pecora on October 30, 1963, but we obviously don’t know what was discussed. (See Mark North’s Act of Treason, pp. 56, 231, 264, 283, 293, 296-7, 321, 335.) Since Marcello was the head of the Dallas area there is no way Ruby could have been in business without his approval so his contact with Pecora is not surprising once you recognize Ruby’s mob connection.
The HSCA wrote this about his ties to Nofio Pecora.

The FBI, moreover, has identified Dolan as an associate of Nofio Pecora. The committee noted further that reported links between AGVA and organized crime figures have been the subject of Federal and State investigations that have been underway for years. The committee's difficulties in separating Ruby's AGVA contacts from his organized crime connections was, in large degree, based on the dual roles that many of his associates played. (Ibid.)

So we have the FBI saying there was a connection between Dolan and Pecora so this can’t be called “conspiracy speculation” by people who do not accept that Ruby was part of the organized crime network. Dolan was a man with a long past in the network as well and the HSCA wrote this about his past in its report.

(931) Illegal Activities.--Dolan has been described as one of the two most notorious hoodlums who resided in Dallas. An informant described him as a strong-arm man who had been employed by Trafficante.* Dolan reportedly traveled throughout southeastern and midwestern United States and had numerous underworld contacts throughout these areas.

If you use the link above you will see Dolan had a long record of violating the law and being arrested, but he was still not in jail. We saw the same pattern for Jack Ruby in my “Statements That Sink The WC’s Conclusions” series that showed despite nine violations of the law Ruby never spent one day in jail. Clearly this shows that both of them had connections to the police, district attorney’s office and the higher ranks of the mob syndicate to have this kind of “luck.” We finally see Dolan’s luck run out on December 9, 1963, when he was arrested for the suspicion of planning a jewelry heist. On December 29, 1963, he was finally given a sentence of jail time (1-3 years) and he would be in jail until October 24, 1967. (Ibid)
Dolan had served time in prison from 1953 to 1956, but other than that he had always escaped any jail time for his long list of crimes. Could his capture and sentence so soon after the assassination have been a way to keep him under wraps and quiet about what he might know?
The HSCA would look at how the WC treated the Dolan issue and here is some of what they wrote.

(964) Dolan was interviewed by the FBI regarding his association with Jack Ruby, but was not questioned regarding his organized crime associates or criminal activities. He also was not questioned regarding any knowledge of Ruby's connections with organized crime or the Dallas criminal element.
(967) As stated previously, Dolan was also referred to in Breck Wall's Warren Commission testimony.
(968) There is no indication that any Warren Commission staff member interviewed Dolan. He did not testify before the Commission and there is no indication that the Warren Commission was aware of the extent of Dolan's criminal activities. (HSCA Report, pp. 423-424)

Why would the FBI neglect to ask him about his organized crime associates or his vast criminal activities? What were they afraid of finding out? They were as equally fearful of finding out about anything regarding Ruby’s connections with organized crime or the “Dallas criminal element.” Again, why? Finally, why did the WC not want to interview him and why were they not told of his vast criminal activities? IF LHO was the sole assassin as they claimed and had no accomplices, what were they afraid of?
It appears Dolan had some kind of association with James Bradley Lee, a.k.a. Eugene Hale Brading, a.k.a. James Braden. An informant (we have to assume FBI informant) saw Dolan and Lee together in 1951 while Dolan was in Pheonix, Arizona. (Ibid., p. 424)
As for the the Breck Wall issue here is the relevant WC testimony mentioning Dolan (misspelled as Dolen).
Mr. SPECTER. What do you mean "we"? You still mean Joe Peterson and you?
Mr. WALL. Yes. And we called in the union man of our performing arts called AGVA.
Mr. SPECTER. What is that an abbreviation of?
Mr. WALL. American Guild of Variety Artists. And the AGVA man sided with Jack and we got into an argument wherein Jack punched Joe in the mouth and broke off a tooth.
Mr. SPECTER. Joe Peterson, that is?
Mr. WALL. Yes, sir. And we left that night. I might also add in the record that the man, the name of the man representing our union, was named James Dolen who was arrested later, some months later, by the FBI.
Mr. SPECTER. On what charge, if you know?
Mr. WALL. Yes, sir; as far as I know he was running some sort of bingo game or something illegal in Louisiana.
Mr. SPECTER. Did you perform that show Bottoms Up?
Mr. WALL. No, sir. Jack Ruby and Jim Dolen took the show over and made our kids perform the show.
Mr. SPECTER. To your knowledge, did Jack Ruby ever associate with any of the criminal element?
Mr. WALL. He always reminded me of a gangster but I have never seen him with anyone.
Mr. SPECTER. Why did he always remind you of a gangster?
Mr. WALL. Just the way he talks, you know, he just reminds me of a real hood. Still I have never seen him with anyone that you would call a criminal in Dallas.
Mr. SPECTER. Aside from his appearance and the way he talks do you have any factual reason for saying that he appears to be a hood or gangster?
Mr. WALL. No, Sir.
Clearly Wall was off base on that one as Ruby had numerous ties to organized crime, but the interesting thing is Specter’s desire to get him to change his opinion of Ruby. Why? I love his question regarding “factual reasons” for saying he was a hood as the WC said many things they had NO “factual reasons” for.
In March 1978 Dolan was interviewed by the HSCA while he was in jail (again, it seems his luck ran out after JFK was assassinated) and he of course did not say anything to get himself into trouble. He would blame the above incident all on Ruby and he said he did not know Ruby to have any criminal ties. He would also say this about knowing James Bradley Lee.

Jim Braden, or Brading, was unfamiliar to Dolan until I mentioned Phoenix and James Brady Lee, in connection with some boxing promotion. Dolan stated that he would be happy to identify a photo but he could not be sure that Lee was the person also known as Braden. (HSCA, IX, p. 428)

We can see he was not going to say anything that would lead to trouble for himself while he was in prison. I am not saying Dolan had anything to do with JFK’s assassination, although with his ties to Santos Trafficante and Carlos Marcello we can’t totally rule it out, but rather his importance is in showing the claim of Ruby having no ties to the criminal element in Dallas was false. Clearly Ruby had ties to the mob and one has to wonder what those ties made him do during the weekend of November 22-November 24, 1963.
