The Church Committee (CC) looked at the performance of our intelligence agencies, primarily the Federal Bureau of Investigations (FBI) and the Central Intelligence Agency (CIA), in regards to the assassination of President John F. Kennedy (JFK) during their tenure in 1975.
One issue that they looked into was the supposed defection of Lee Harvey Oswald (LHO) and his return to the United States (U.S.) in 1962. An issue of concern for the FBI was that someone OTHER than LHO may return to the U.S. Here is what they wrote about the FBI's concern.

...The FBI concluded that a stop should be placed against Oswald's fingerprints to prevent him from obtaining a passport and entering the United States under any name. (Church Committee, Book V, Appendix A, p. 87)

The CC then points out quite correctly that despite this fear the FBI did not see fit to interview LHO for three weeks upon his return to the U.S. on June 13, 1962. The CC further would further state in their report the following.

There is no indication that any of the FBI agents assigned to the Oswald case were ever warned that an imposter might attempt to assume Oswald's identity. In particular, Special Agent James Hosty, the agent responsible for the Oswald case at the Dallas Field Office, testified that he had neither seen a copy of the June 3, 1960, memorandum, nor attempted to determine whether someone had assumed Oswald's identity. (Ibid.)

Here is the memorandum by FBI Director J. Edgar Hoover (JEH) that mentions the possibility of an imposter using LHO's birth certificate.

This clearly shows that NO precautions were taken by the FBI to prevent someone other than LHO from returning to the U.S. using his name. Why? Could it be that the man who returned from the Soviet Union was NOT the same man that went there to "defect?" On June 26, 1962, when LHO was interviewed finally by Special Agents John Fain and Tom Carter, LHO denied that he was going to renounce his American citizenship; apply for Soviet citizenship; and that he gave radar secrets to the Soviets. We know that the first two claims are lies as there is a record of LHO filing paperwork to denounce his American citizenship and applying for Soviet citizenship, so why would he lie to the FBI?
He would also refuse to take a polygraph tests and denied having had any dealings with Soviet intelligence. Common sense would lead one to believe that he had to since he was a "defector" to their country. Again, why lie about something so obvious? Despite these lies the FBI closed the Oswald case file on August 20, 1962. Why?
The CC also pointed out how the usual neighborhood, employment and spousal interviews were never done by the FBI in the Oswald case. Marina Oswald was never interviewed by them either (although we were told that Hosty tried to talk with her in early November 1963). Why?
Despite Marina being a Soviet citizen with possible Communist ties the FBI never bothered to keep tabs on her or interview her. The Dallas Office said that they could watch her through the Oswald case, but they had closed that case already.
We again see exceptions being made for LHO that would not have been made for any ordinary citizen. Based on the FBI's atrocious handling of the identity issue we cannot even be sure that the same man who "defected" to Russia was the same man who returned to the U.S. Could this have been where the switch was made? It would have been easy to do with the FBI looking the other way.
