How did Jack Ruby constantly get off with no conviction?
The WC said Jack Ruby did NOT know many cops on the DPD, but if one looks at his record you would have to disagree. Between 2/4/49 and 3/14/63 Ruby had NINE charges lodged against him but was given NO conviction.
If we go to CE 1528 you will see the nine offenses.

Without the help of the DPD and various judges there is NO way he could have walked on all of these. Before the WC defenders get in an uproar and challenge me on this simply go to CE-1746 and see for yourself.

On the sheet on the right side, under Walter C. Lewis, you will see in the third paragraph the following, “C. Lewis stated that he personally did not like Ruby as Ruby always attempted to be the big shot and boasted not only to him but to other people in his presence that he COULD DO ANYTHING HE WANTED in Dallas as he had enough information on the POLICE DEPARTMENT and JUDGES that he COULD NOT BE CONVICTED.” (Emphasis added)
I would think based on his arrest record this has been borne out, don’t you? What information did he have on them? Was this why they were so quick to give him a death sentence (it was being appealed at the time of his death)? To get rid of him and what he knew?
One answer may come from Harry Hall who had been at one time an informant for the SS. He told Special Agent Horn that he had had business dealings with Jack Ruby before. He was currently in prison for defrauding boxing promoter Truman Gibson out of a large sum of money.
Hall would say, “Ruby on occasion provided Hall with a bankroll and introduced him to likely victims, with Ruby taking 40% of any deal with Hall collecting 60%. RUBY’S CUT WAS BECAUSE HE WAS SUPPOSED TO HAVE INFLUENCE WITH THE POLICE, so that he would have no worry about any gambling arrest.” (Emphasis added)
