Anyone who has read about the President John F. Kennedy (JFK) assassination and subsequent "investigation" are familiar with J. Edgar Hoover's (JEH) involvement in the events of this case. The CIA is the intelligence agency that gets the majority of coverage in terms of being involved in the killing of the 35th president, but the FBI had a very secret group that was expert in assassinations -- it was known as Division Five.
The CIA had groups that appear to have been involved, the one out of Mexico City and the one out of the Far East are the two most likely groups, but as a whole the CIA was not involved in all likelihood. To what extent the top echelon at the CIA being aware of the alleged plans of one or two of its stations being involved in the assassination is not known for sure.
The same thing cannot be said of Division Five as its head was JEH, and he was very involved in the cover-up of the true facts of the assassination, thus, it can be deduced he might have been very well aware of the plans ahead of time (perhaps even worked on them).
To people who like to believe their government always works for the best of their citizenry this will be to difficult to comprehend perhaps, so some background is in order. The main point to remember is the teamwork of Vice President Lyndon B. Johnson (LBJ) and JEH.
Neither could have done anything without the other, and as history shows they worked very closely on the cover-up (or for official theory believers – the "investigation") of the assassination. They both had a lot at stake - their careers. And this was BEFORE the assassination occurred. LBJ was mixed up in a number of investigations and faced a real probability of jail time, or at the very least being dropped from the ticket in 1964.
JFK made a serious mistake in my opinion by telling too much, including this, to Senator George Smathers of FL. JFK tended to discuss things with people he liked and he shared his plans with Smathers as he wanted him to possibly replace LBJ in 1964. The problem comes in with the fact that Smathers was also good buddies with Richard Nixon, and he could have told Nixon this information. Nixon did say this a day before the assassination to the media.
For anyone who thinks this was all harmless, and perhaps it was, keep in mind Smathers had a secretary who would play a key role in another Kennedy's life years later, Mary Jo Kopechne. Mere coincidence, or more, it your choice.
As for JEH, he was going to be forced to retire as neither Kennedy liked him and they were tired of him having so much information on them. JEH in fact, started tracking the young JFK in the early 1940s - one can only wonder why at this stage - and had the goods on him as he had an affair with a woman who turned out to be a German spy. For this reason and many others the Kennedys wanted him out, and the FBI was JEH's whole life.
In the 1930s JEH organized the police force of the fledgling Tennessee Valley Authority at the request of David Lillienthal. This group would go on to become The Defense Industrial Security Command (DISC) and it would expand through the southeast and eventually it would cover the Atomic Energy Commission, thus tying it into the Army Intelligence Service. This highly secret group was written about in the Torbitt Document.

How does this all tie into Hoover? Division Five acted dually with the Defense Intelligence Agency which was acting on behalf of the Joint Chiefs of Staff in the Pentagon. Directly under the two-pronged leadership of Division Five and the DIA was the Control Group, their highly secret policy agency - the Defense Industrial Security Command. It gets even more interesting. The group Jim Garrison uncovered when he was going after Clay Shaw, a.k.a. Clay Bertrand, was Permindex. This group had direct ties with Division Five at the FBI.
L.M. Bloomfield, a Montreal, CANADA lawyer who was friends with JEH and was the direct supervisor of all contractual agents with JEH’s Division Five, was the top coordinator for the network planning the execution. A Swiss corporation, Permindex, was used to head five front organizations responsible for furnishing personnel and supervisors to carry out assigned duties. According to the Torbitt Document the five divisions and their supervisors under Permindex were as follows.

Many examiners of the case have concluded that George DeMohrenschildt was a part of the conspiracy because of his close association with Oswald during the fall of 1962, and winter and early spring of 1963, but a close reading of the Russian exile's testimony before the Warren Commission shows that de Mohrenschildt was being used by the Solidarists the same as Oswald was being used, and was to have been tied in with Oswald; in connection with the assassination. However, DeMohrenschildt, a highly polished professional geologist, saved himself by moving to Haiti in April of 1963 in connection with a contract with the government of Haiti, where he still resided on the day of the assassination of President Kennedy.
DeMohrenschildt, in retrospect, knew that Division Five of the FBI and the Solidarists had intended to use him as a scapegoat along with Oswald, and he did not hesitate to name the small group within the Federal Bureau of Investigation as the instigators of the assassination of President Kennedy." 5
Jack Ruby was a descendent of White Russia as well and he was a known Solidarists (anti-Communist) like DeMohrenschildt. Ruby would also accuse LBJ of being involved in the assassination while in jail. In letters smuggled from jail, Jack Ruby constantly said that Nazis and Fascists were behind the Kennedy murder. Ruby was much more knowledgeable about the conspiracy than most. He would be quoted as saying the following:
"The world has the right to hear the truth."
He said newsman should search "in the high sources of our political government" to find out how Oswald got a job at the Depository on the motorcade route; said that the full story of the assassination would not come out because "unfortunately some people in high places had so much to gain by putting me in this position", and when asked to elaborate on this, said that the results of the lie detector test had not been divulged, and said that there was a "terrible conspiracy" behind Kennedy's death and he, Ruby, "happened to be a scapegoat to walk into a trap and make that possible."
"...if Adlai Stevenson had been Vice President, Kennedy would still be alive today."
Ruby wrote that Johnson "found me as the perfect setup for a frame. Remember they had the President killed, and now with me in the picture, they'll make it look as though Castro or the Russians had it done. Remember the only one who had all to gain was Johnson himself. Figure that out. "
Division Five would be linked to the assassination attempts on French President DeGaulle according to the intelligence groups of France. It would make perfect sense for Hoover to use his personal group when he would be handling the "investigation" later on as he could contain everything under one roof so to speak. There are four consistent.people mentioned in almost all JFK books and articles, LBJ, Hoover, H.L. Hunt and Clint Murchison.
These men are the logical place to start when trying to unravel this case.
