The timing of this is uncanny as it was released on November 12, 1963, which was just ten days before JFK's assassination. Lee Harvey Oswald (LHO) would NOT have heard of this in a 10 day window as NSAMs are NOT generally made public until the president has left office.

“I assume that you will work closely with the Department of State and other agencies as appropriate.”

When this data has been sorted out, I would like you to arrange a program of data sharing with NASA where Unknowns [UFOs] are a factor. This will help NASA mission directors in their defensive responsibilities.

Sure, they naturally would have some differences, but it was like a new administration took over as LBJ nixed a good number of things JFK was working on.
He carried on the equal rights bill, but this issue and many other important things he couldn't? How come? Is interest-free money not a good idea for the people of this country? Or NO war in Vietnam?
