The Warren Commission (WC) claimed that Lee Harvey Oswald (LHO) assassinated President John F. Kennedy (JFK) on November 22, 1963. They hinted at, but never supported, premeditation by LHO in this crime. The reason for this is simple – there was no evidence showing that LHO committed this crime, let alone planned it ahead of time.
On the weekend of the assassination the Dallas Police Department (DPD) and District Attorney (DA) Henry Wade pushed the notion that LHO had utilized an “assassination map” during his planning of the crime. This idea was pushed hard by them to convince the country that LHO was guilty.
This article will look at this issue in greater detail.

The notion of an “assassination map” first came to America’s attention on November 23, 1963, when, during a press conference, DPD Chief Jesse Curry stated that he had “startling evidence” against LHO. He did not go into further detail, but the next morning the Dallas Morning News (DMN) reported that this evidence was a city map of Dallas, and it was marked in a way that illustrated his intention to kill JFK.
On Monday, November 25, 1963, DA Henry Wade confirmed the existence of the map and stated that it was of crucial significance.

'It was a map tracing the location of the parade route,' the district attorney said, 'and this place (the Book Depository) was marked with a straight line.' What the DPD failed to tell anyone was who discovered this map and what these other sites were. Since LHO did not work at them, how would he gain access to them for his attempt? This too was not explained for us, but the purpose was simply to make LHO appear guilty. The details didn’t really matter.

Mr. JENNER - What did you do with the map with respect to Lee Harvey Oswald on this occasion?
Mrs. PAINE - I don't recall who asked, who mentioned a map first, but, of course, I knew, and he did, that it would be a useful thing to have job hunting. I think he asked if I had a map of the city of Dallas and I said, yes, I did, and I can easily get another at the gas station, one of these.
Mr. JENNER - Did you suggest, was there any discussion of, particular places of employment?
Mrs. PAINE – There was no such discussion.
Mr. JENNER – As to which he might inquire?
Mrs. PAINE – No.

This shows that LHO was given a map to assist him in his job-hunting task. CE 128 is either most likely not the exact one used by LHO or the WC deliberately used the reverse side as CE 128 reflects the city of Fort Worth and not Dallas. The main point however is, why didn’t Ruth Paine come forward and state that this map was given to LHO by her and was used in his search for a job? Why did she remain silent as the DPD, DA and the media claimed over and over that this was a map that LHO used to plan the assassination with?
Furthermore, why didn’t she also make it known that she was instrumental in securing him employment at the TSBD instead of allowing the same groups make it appear that LHO sought work there to assassinate JFK?
Marina Oswald would be asked about this map during her testimony as well. Here is what she told the WC.
Mr. RANKIN. Did you ever see him looking at a map of Dallas like he did in connection with the Walker shooting?
Mrs. OSWALD. No.

Mr. RANKIN. I call your attention, Mrs. Oswald, to the markings in ink, in the area where the assassination took place.
Mrs. OSWALD. This map Lee acquired after returning to Irving. Before that, he had another map. That doesn't tell me anything. I did not use this map.
Mr. RANKIN. Did you ever see your husband use it?
Mrs. OSWALD. No. I think that this was in his apartment, where he lived. Perhaps he used it there.
Mr. RANKIN. Did you ever see him put those markings on it?
Mrs. OSWALD. No, I have never seen him use this specific map. Possibly he marked this place, not because of what happened there, but because this was the place where he worked, I don't know. He had a habit to note down the addresses of all acquaintances where he worked.
Mr. RANKIN. Can you tell whether the writing on the side of the map there is in your husband's handwriting?
Mrs. OSWALD. It doesn't look like his handwriting.
This testimony tells that Marina never saw the map in question, the supposed "assassination map," and that her opinion was this map was used for the places that he worked. In fact, it was used by LHO for his job hunting so he would remember where he had applied. Confirmation of this comes via a January 16, 1964, FBI teletype.

Of course the whole point of this issue was the markings that LHO supposedly made. Why did they simply not just ask her what markings were on the map? Why did they employ word games instead? Especially when the map was used and had been Paine's before she gave it to LHO.

This December 3, 1963, FBI memorandum says that Ruth Paine had the map for "several months" before she gave it to LHO. She claimed not to put any marks on it, but how do we know that this is true? She further stated that there may have been previous marks on it, but from whom? She claimed to buy the map at a Humble service station, so she had to first receive it brand new. If she didn't put any markings on it, who would have while it was in her possession?
This brings us to another vital question. If Ruth Paine had studied the map as she claimed during her WC testimony, why did she think the building that LHO worked at was NOT on Elm Street? (Keep in mind that LHO supposedly marked the TSBD’s location on the map.)
Mr. JENNER - I heard you mention the Texas School Depository warehouse. Did you think the warehouse was at 411 Elm?
Mrs. PAINE – No. I had seen a sign on a building as I went along one of the limited access highways that leads into Dallas, saying "Texas School Book Depository Warehouse" and there was the only building that had registered on my consciousness as being Texas School Book Depository.
I was not aware, hadn't taken in the idea of there being two buildings and that there was one on Elm, though, I copied the address from the telephone book, and could well have made that notation in my mind but I didn't.
The first I realized that there was a building on Elm was when I heard on the television on the morning of the 22d of November that a shot had been fired from such a building.
How could Ruth Paine have studied the map (CE 128) on occasions which supposedly contained markings at the TSBD on Elm Street, but have no idea that there was a TSBD location there? The authorities were clear on this point too as they were accusing LHO of being the assassin. They said that there was a line that matched the trajectory of bullets that killed JFK (i.e., from the TSBD to the limousine).
The truth, and the whole truth, regarding the map came from United Press International (UPI) when they published this on January 9, 1964.

The marks that were claimed to reflect the “motorcade route” were simply directions to the TSBD so that LHO could find it for his interview (Ruth Paine testified to giving him the map on October 7, 1963, so he would have used it for his interview the next week). The other marks on the map were other job possibilities, and possibly landmarks to get to them. We also have to consider that some of the markings were made prior to Ruth Paine giving the map to LHO. The only evidence there is for NOT marking it is her word.
No wonder we have not been provided a copy of this map by the authorities or the WC. CE 128 is either not the map in question or they limited the view to the Fort Worth area only. DA Wade even admitted at a press conference that he had never viewed the map, and yet, he was claiming that it showed premeditation by LHO. Amazing.
It is clear that the DPD and the DA went out of their way to convince people that LHO was guilty even when they had no evidence showing that he was. Therefore, they just invented evidence like the chicken bones and the “assassination map” to try and convince the American people of his guilt.
When they determined it was not a map used to plot the assassination there was very little coverage of that in the media; therefore, the initial claim of it being one stayed in many people's minds. This is called propaganda, and its purpose is to deceive. In this case, the American people were deceived by the "Blue Ribbon Fact-Finding Committee" President Lyndon Johnson (LBJ) set up. This is only supposed to happen in countries that do NOT have a free society.
The "assassination map" lie was right up there with the chicken lunch lie. Both completely untrue and meant to make LHO look guilty.

The arrest report tells us the truth. It says that LHO was arrested at 1:40 p.m., but he wasn’t arrested until 1:51 p.m. This means if this was a real investigation the DPD should not have known LHO’s name, his address at North Beckley Ave., that he would be arrested at the Texas Theater, and that he had killed JFK and Dallas Police Officer J.D. Tippit (JDT). If this was a real investigation there is no way that they could have known all this at 1:40 p.m.
Once again, we see that the authorities and the WC used fabrication to take the place of evidence. The actual evidence found in the twenty-six volumes sinks the conclusion reached in the WCR.
