The man closest to the shooting of Officer J.D. Tippit (JDT) was Domingo Benavides and he never identified Lee Harvey Oswald (LHO) as the shooter.
Mr. BELIN - Then what happened? Did the officers ever get in touch with you?
Mr. BENAVIDES - Later on that evening, about 4 o'clock, there was two officers came by and asked for me, Mr. Callaway asked me---I had told them that I had seen the officer, and the reporters were there and I was trying to hide from the reporters because they will just bother
you all the time. Then I found out that they thought this was the guy that killed the President. At the time I didn't know the President was dead or he had been shot.
I was just trying to hide from the reporters and everything, and these two officers came around and asked me if I'd seen him, and I told him yes, and told them what I had seen, and they asked me if I could identify him, and I said I don't think I could. It this time I was sure, I wasn't sure that I could or not. I wasn't going to say I could identify and go down and couldn't have. (Benavides, Vol. VI, pp. 451-452)
Based on this they didn't bother to take the man closest to the shooting to the police station to identity the alleged killer!
Mr. BELIN - Did he ever take you to the police station and ask you if you could identify him?
Mr. BENAVIDES – No; they didn't. (Benavides, Vol. VI, p. 452)
Some police work, huh? Even the Warren Commission (WC) had to admit that Benavides couldn't identify LHO as the killer of JDT.

He [Benavides] testified that the picture of Oswald which he saw later on television bore a resemblance to the man who shot Officer Tippit.” (WCR, p. 167)

Clearly Benavides never identified LHO as the shooter of JDT. All he would say was that after a month of seeing LHO on television he thought that he resembled the man that shot JDT, but he never said that he was definitely the man he saw committing the crime.
This is why the WC had to go you the very unreliable Helen Markham to be their star witness for the JDT murder.
