It's true, the hand written notes on it say, "This man shot and killed President John F. Kennedy (JFK), and Police Officer J.D. Tippit. He also shot and wounded Gov. John Connally."
LHO's arrest report:

Now the funny part is that Chief Curry would later say in "Assassination Files" that Lee Harvey Oswald (LHO) was treated fairly and given the benefit of the doubt. You know, the old "innocent until PROVEN guilty” stuff. He would write, "The Dallas Police Department DID NOT assume that Oswald was guilty and suspend the investigation.... other suspects were still being sought, and Oswald's associates were very carefully being screened to determine if a conspiracy was behind the assassination." (Jesse Curry, "Assassination Files", 1969, p. 121) (Emphasis mine)
What a joker, huh? Read the statement they put on LHO's arrest record (above) and see if this comment by Curry is correct. Furthermore, LHO was not even allegedly arraigned for the murder of JFK until the early hours of 11/23/63, yet they write he killed him when they filled out the report.
A couple of more odd things strike me when I read the report and Curry's comment. Firstly, the time on the arrest report is 1:40 PM, and this is odd as LHO was NOT apprehended until 1:51 p.m. in Texas Theater (TT)! This leads one to believe it was STARTED (or maybe finished) *before* LHO was actually arrested in the Texas Theater.
Secondly, going back to Curry's comment, who were the people the Dallas Police Department (DPD) supposedly believed were "Oswald's associates?" They never mentioned any, nor did the FBI or the WC, so who would have been considered to be an associate of LHO's? This would be very insightful to know who these people were that the DPD were supposedly looking at in regard to being involved in the crime.
Finally, DA Wade contradicted Curry's claim of impartiality all by himself when he said LHO was guilty of the crime "to a moral certainty and beyond a reasonable doubt.” Keep in mind, this statement was said within 48 hours of the crime, the investigation had barely even started, and he was pronouncing guilt already.
Sure, LHO got a very fair shot at showing his innocence.
