We'll continue with a story from our last post in this series -- Howard Brennan's alleged description. The Warren Commissin (WC), and its defenders, claim he gave the description to Inspector Herbert Sawyer of the Dallas Police Department (DPD). Let's see if this is supported by his WC testimony.

Mr. BELIN. What is your occupation?
Mr. SAWYER. Inspector of Police.
Mr. BELIN. Of what Police Department?
Mr. SAWYER. Dallas Police Department.

Mr. BELIN. Inspector, how long have you been with the Police Department?
Mr. SAWYER. 23 years.
Mr. BELIN. That would be when you came to the Police Department around 1941 or so?
Mr. SAWYER. 1941, is right.
So we see he has been a police officer for 23 years. That means he would surely know the PROPER PROCEDURE regarding witnesses. So why did he NOT write down Brennan's name, address and phone number then? Perhaps a rookie would make this mistake in a tense situation like this, but a man with 23 years of service?
Perhaps some would say he was NOT an Inspector on 11/22/63, but he was.
Mr. BELIN. Inspector, were you on duty on November 22, 1963?
Mr. SAWYER. Yes.
Mr. BELIN. By the way, were you an Inspector at that time?
Mr. SAWYER. I was.
Mr. BELIN. Where were you stationed with reference to the motorcade? Just what were your duties?
Mr. SAWYER. I had charge of the crowd detail on Main Street from Akard to Harwood.
He was NOT only on duty, but he was in CHARGE of a group of officers. Again, this should show he would know the proper procedure for handling witnesses.
Mr. BELIN. What did you do then?
Mr. SAWYER. Then I went on down to the Texas Book Depository.
Mr. BELIN. Where did you park your car?
Mr. SAWYER. In front of the Texas School Book Depository.
Mr. BELIN. In front of the main entrance there?
Mr. SAWYER. In front of the main entrance.
This is probably why he was picked to be the man Brennan spoke with. But, just because you parked your car near the front entrance of the TSBD does NOT mean you spoke with any witness personally. Look at this interesting comment.
Mr. BELIN. Now after you got down and you issued these orders, then what did you?
Mr. SAWYER. I set up a command post in front. The various officers were bringing up different witnesses who had seen various things, and I saw that this was quite an involved situation. It was so many of these people that had information, that I knew I didn't have time to take this information down, and by this time several deputy sheriffs were standing there, and one of them, I think he was a supervisor, I had his name at one time, I can't think of it now, was there, and he offered the use of an interrogation room of Sheriff Decker's office, I think he said, for interrogating these people.
So he set up a command post, but then decided there were TOO MANY witnesses to take it all down then and there. This comment is very interesting for two reasons. Firstly, it shows the importance of getting their INFORMATION since you may not be able to get it all from them at the moment. You will need to follow-up with them at a later time.
Secondly, and MOST IMPORTANTLY FOR OUR POST, why did he have time to take Howard Brennan's alleged description PERSONALLY then? What made him stand out amongst all the other witnesses? Can any WC defender explain this?
Lastly, we come to the comment about putting witnesses into an INTERROGATION room so they can be INTERROGATED is sure intriguing. Is this how you treat witnesses? Or, is this how you treat suspects? You decide this for yourselves.
[Note: Actually a third option is necessary here. Perhaps they were interrogated to make them see it the way the WC would see it later on.]
Mr. BELIN. That is located down the street a little bit there?
Mr. SAWYER. Well, it is catty-corner across the street.
Mr. BELIN. All right.
Mr. SAWYER. It is southeast across the street from the Texas School Book Depository, at least from the corner, and so we set up a group of officers and deputy sheriffs who were to take charge of the witnesses and take them over to see that affidavits were taken from them. They were more or less an escort service so the witness wouldn't get away.
And then as our detectives began to show up, I sent them over to the Sheriff's Office to assist in taking these depositions or affidavits.
And yet, NO one was worried about Brennan "getting away" since NO one took his name, address or phone number! This is a man who supposedly STOOD OUT from the crowd as Sawyer allegedly spoke with him despite the tons of things he needed to do, but we are to believe he did NOT write any of his information down? He would say how many witnesses they had too!
Mr. BELIN. How many witnesses were there around there during this period of time that you talked to?
Mr. SAWYER. Well, during the entire period of time that I was there, I would venture to say between 25 to 50 different people had come up with information of one kind or another.
So in order to keep it straight wouldn't writing down THEIR NAMES HELP? I would think so.
We will see the description he allegedly got from Brennan was sent out between 12:43 and 12:45 p.m. (Note: Sawyer's broadcast carry No. 9 to ID him)
Mr. BELIN. Now the next time that No. 9 appears is at what time?
Mr. SAWYER. Immediately after 12:43 and before 12:45.
Mr. BELIN. What did you say then?
Mr. SAWYER. "The wanted person in this is a slender white male about 30, 5 feet 10, 165, carrying what looks to be a 30-30 or some type of Winchester."
If this did come from Brennan he sure got the rifle wrong as far as the WC was concerned! They never said a 30-30 was used! As for the rest of it we see it is too general to cause the police to hone in LHO alone. We saw from Brennan's testimony in the last post in this series that he described the clothing he saw in detail, but when asked why it was NOT included in this broadcast, Sawyer said this.
Mr. BELIN. Then the reply to you, "Any clothing description?"
Mr. SAWYER. "Current witness can't remember that."
What? Something does not jive here. Now, let's move on to the witness he allegedly got this description from.
Mr. BELIN. No, I am talking about the one that is on Sawyer's Deposition Exhibit A, that shows you at 12:43.
Mr. SAWYER. That description came to me mainly from one witness who claimed to have seen the rifle barrel in the fifth or sixth floor of the building, and claimed to have been able to see the man up there.
Mr. BELIN. Do you know this person's name?
Mr. SAWYER. I do not.
Again, how do you NOT get his name? This is police 101. Remember I said Brennan was wearing a GRAY HARD HAT? Look at this.
Mr. BELIN. Do you know anything about him, what he was wearing?
Mr. SAWYER. Except that he was--I don't remember what he was wearing. I remember that he was a white man and that he wasn't young and he wasn't old. He was there. That is the only two things that I can remember about him.
I can understand you may not remember his shirt and pants, but how do you FORGET the hard hat? What about the comment about him NOT being too young or too old? Are we to believe that a man with 23 years of experience who has risen to the level of INSPECTOR is this clueless?

Mr. SAWYER. Around 35 would be my best recollection of it, but it could be a few years either way.
Mr. BELIN. Do you remember if he was tall or short, or can't you remember anything about him?
Mr. SAWYER. I can't remember that much about him. I was real hazy about that.
Brennan was in his mid-forties! The way to avoid "being hazy" is to WRITE DOWN THE WITNESS' information! Why didn't Sawyer do this? Why is the WC NOT asking him this?
Mr. BELIN. Do you remember where he said he was standing when he saw the person with the rifle?
Mr. SAWYER. I didn't go into detail with him except that from the best of my recollection, he was standing where he could have seen him. But there were too many people coming up with questions to go into detail. I got the description and sent him on over to the Sheriff's Office.
Mr. BELIN. Inspector, do you remember anything else about this person who you say gave you the primary description?
Mr. SAWYER. No, I do not, except that I did send him with an escort to the Sheriff's Office to give fuller or more complete detail.
Let me get this straight. He takes the time to BROADCAST what this person told him, but he does NOT have the time to get his name, address and phone number for follow-up? Another thing is that for a case like this one the competition to "get the man/person" would be great, but we are too believe he just turns over an important witness like this to the Sheriff's office. Does this make any sense to you?
I like how he amended it with an "escort" too as the first comment sounded like he said just go over there and he was done with it. Now, can any WC defender show me the person in the Sheriff's office that spoke with him about this? I'm confused on this part because Brennan said FORREST SORRELS took him there and he was NOT even in Dealey Plaza (DP) at that time!
Can the WC defenders provide any evidence (heck with proof) that Brennan spoke with Sawyer or any other officer to give this description to? IF not, then the WC is sunk again.
