The Secret Service (SS) said they had NO agents on the ground of Dealey Plaza (DP). The Warren Commision (WC) said the same thing, but in their testimony section of the twenty-six volumes there is testimony given by a Dallas Police Officer that contradicts this claim and sinks it.
He was assigned to work the area of Elm and Houston Streets on November 22, 1963. He was tasked with crowd control once the motorcade made its way to DP. After the shots he would head to the famous area known as the Grassy Knoll (GK) and encounter someone with SS credentials.

Mr. LIEBELER. I understand that you were assigned to work in the vicinity of Elm and Houston on November 22, 1963, is that correct?
Mr. SMITH. Correct.
Mr. LIEBELER. Would you tell us when you first got that assignment and what you were told.
Mr. SMITH. At approximately 8:45 or 9 o'clock that morning, November 22, we made detail, and Capt. P. W. Lawrence gave us the instructions that we were to, of course, hold the traffic up when the motorcade came through, and to assist in the crowd control, and be specifically on the lookout for anyone throwing anything from the crowd. That is about all I remember.
Officer Smith will be asked this very interesting question.
Mr. LIEBELER. Were there any instructions given to you men about scanning buildings?
Mr. SMITH. Sir, I don't remember. It is more or less the general thing to do. I mean, just police the area. But I don't remember any specific instructions on that.
For me this does NOT cut it. He should be able to either remember or show his instructions in writing, but of course they COVERED this already with this comment!
Mr. LIEBELER. Did you receive those instructions in writing, or delivered orally?

How convenient for his faulty memory and the WC we don't have those instructions from Capt. Lawrence in writing, huh? Wouldn't these be kept in a written form for just such an occurrence (or any trouble that could have happened short of a shooting)? At the very least, they should have been kept for this type of event. But alas, NO such record was made supposedly so we will never know if they were told to scan the buildings. Given the FACT some witnesses did see a man, or men, I can see why he doesn't want to go on record saying he was ordered to do this since he and the other Dallas Police Department (DPD) cops assigned with him failed so miserably at this.

Well, I went down to see if any assistance was needed, and I stayed there until the white male was loaded into an ambulance and sent to a hospital. Then I proceeded back to my assignment.
Some researchers have said this event was staged to allow the shooters to move into place without too much attention. The odd thing here is the man was supposedly taken to the hospital, but he was NEVER checked in and did NOT stay.
Remember that he said he was given "crowd control" when you read this.
Mr. LIEBELER. So you would have been on the eastern side of Houston Street on Elm Street holding up the traffic that was coming down Elm Street?
Mr. SMITH. Yes, sir.
Mr. LIEBELER. From that position, could you have observed the windows on the side of the Texas School Book Depository Building from which the shots were fired?
Mr. SMITH. Yes, sir; I could see some of the windows. I couldn't see them all, but I was pretty busy getting traffic held up, and I must admit I had my back to the Texas School Book Depository Building.
Mr. LIEBELER. Because you were facing traffic that was coming down Elm Street toward the triple underpass toward the intersection of Houston Street?
Mr. SMITH. Right.
This is NOT how you do crowd control folks. This past Sunday here in the US we had our annual Super Bowl sporting event and that is an easy way to see crowd control in action. At every game and large event you can see security folks at the ready and they are LOOKING AT THE CROWD! In Other Words, they have their back to the EVENT NOT the crowd! How can you control something you are NOT looking at?
Remember also he said one of their duties was to stop folks from THROWING things at the motorcade! Again, how do you do this IF you have your back to the crowd? Who told him to do this?

IF we believe the official story, and I don't, how lucky was this for LHO? How could LHO as a lone shooter get the cops to do this? He couldn't obviously. This to me shows another small piece of the conspiracy puzzle. These cops were prevented, or they did it on their own in cooperation with the conspiracy, from scanning the buildings and windows of the Texas School Book Depository (TSBD) and other sites in DP. This cop in particular would have FACED the TSBD if he did his job properly.
Given the FACT he just admitted to NOT watching the crowd this next question amazes me!
Mr. LIEBELER. Now did you notice anything extraordinary in the crowd as far as a crowd control is concerned? Did you have any problems in that connection, or was it just a matter of holding up the traffic?
Mr. SMITH. No, sir; we didn't have any trouble with the crowd at that particular intersection. They stayed back pretty well as they were told, and I got all the cars stopped, so I thought we had it made.
How would he know what they did for sure since he was NOT facing them? Sure, most behaved well, but how did he know one or two were NOT planning something? Even if it was to throw water balloons at President John F. Kennedy (JFK)? Again, he says this!
Mr. LIEBELER. I will put the No. 4 in a circle on the spot of approximately where you were standing at the time the motorcade went by. Is that approximately correct?
Mr. SMITH. Yes, sir.
Mr. LIEBELER. You were facing east up Elm Street away from the triple underpass?

Mr. LIEBELER. So that your back was in fact turned to the School Book Depository Building?
Mr. SMITH. Yes.
It gets better though as he says this too.
Mr. LIEBELER. Now there are two or three other buildings here in the immediate vicinity as you are facing east on Elm Street. There is a building on your left, which is directly across Houston Street from the School Book Depository Building. Do you know what building that is?
Mr. SMITH. I know, but I can't remember now.
Mr. LIEBELER. Did you observe any activity in any of the windows of that building?
Mr. SMITH. No, sir; I didn't
Mr. LIEBELER. Did you have occasion to look to the windows of that building at any time when the motorcade came by? That would be the building to your left.
Mr. SMITH. Yes, sir. I don't recall, but I know that I must have, because. I was trying to keep all the crowd in sight that was around. I know that I must have glanced at it, but I don't recall seeing anything unusual.
The building they are discussing is the Dal-Tex building and numerous researchers have said that shots must have come from there. The survey done by the Dallas surveyor shows this too. What's more, in the famous Altgens photo there is an arm sticking out of the second floor window near the fire escape (janitor's closet) that appears to be holding something. Finally, even if the windows looked normal there were people on the fire escape and that is a no-no for an event like this. In the Altgens photo one of them on the stairs of the fire escape seem to be jumping from a loud noise too. All this means the fact he saw nothing is a little odd to me.
His last comment is obviously NOT correct either given his previous testimony. He was NOT keeping the crowd BEHIND him in front of the TSBD in sight as he had his back to them!
He will say he did NOT have a clue where the shots came from, but a woman told him the shots came from the "bushes".
Mr. SMITH. Yes, sir.; and this woman came up to me and she was just in hysterics. She told me, "They are shooting the President from the bushes." So I immediately proceeded up here.
Mr. LIEBELER. You proceeded up to an area immediately behind the concrete structure here that is described by Elm Street and the street that runs immediately in front of the Texas School Book Depository, is that right?
Mr. SMITH. I was checking all the bushes and I checked all the cars in the parking lot.
Mr. LIEBELER. There is a parking lot in behind this grassy area back from Elm Street toward the railroad tracks, and you went down to the parking lot and looked around?
Mr. SMITH. Yes, sir; I checked all the cars. I looked into all the cars and checked around the bushes. Of course, I wasn't alone. There was some deputy sheriff with me, and I believe one Secret Service man when I got there.
I got to make this statement, too. I felt awfully silly, but after the shot and this woman, I pulled my pistol from my holster, and I thought, this is silly, I don't know who I am looking for, and I put it back. Just as I did, he showed me that he was a Secret Service agent.
The problem with this for the WC was that NO SS agents were assigned the GK area. They were all with the motorcade that was headed to the hospital. Who was this man?
Mr. LIEBELER. Did you accost this man?
Mr. SMITH. Well, he saw me coming with my pistol and right away he showed me who he was.
Mr. LIEBELER. Do you remember who it was?
Mr. SMITH. No, sir; I don't--because then we started checking the cars. In fact, I was checking the bushes, and I went through the cars, and I started over here in this particular section.
Believe it or not, the WC NEVER felt compelled to follow up on this. IN fact, the next time they mentioned the SS it was much later in the day!

Mr. LIEBELER. Do you know Agent Sorrels, the agent in charge of the Dallas office of the Secret Service?
Mr. SMITH. I saw him a few minutes, but I don't know him personally.

Mr. SMITH. No, sir; I don't remember.
This exchange was regarding the TSBD at 2:30 p.m.! They completely left the comment about seeing a man claiming to be an SS agent in the parking lot behind the GK! They never asked him about what kind of ID was shown, but obviously it must have looked like a SS ID since he claims he was one.
This testimony has intrigued researchers for years and the WC’s utter and complete failure to further question him on it for more details shows me they wanted to hide something. This is like having a grenade thrown into your house and still keep on talking and watching television as IF nothing has happened.
Again, the SS said they had NO men on the ground so who was this man with SS credentials? By the way, LHO himself would say he met a man with SS credentials on the front steps of the TSBD before he left.
"He [LHO] asked me [Thomas J. Kelley] whether I was an FBI Agent, and I said that I was not, that I was a member of the Secret Service. He said when he was standing in front of the Textbook Building and about to leave it, a young crew-cut man rushed up to him and said he was from the Secret Service, showed a book of identification, and asked him where the phone was. Oswald said he pointed toward the pay phone in the building and that he saw the man actually go to the phone before he left." -- WR; Pg. 629
We again see evidence that disputes the claims of the WC, thus, their conclusion is sunk again.
