IF Lee Harvey Oswald (LHO) fired his alleged rifle from the SIXTH floor of the Texas School Book Depository (TSBD) as the Warren Commission (WC) claimed, why did a Dallas Police Department (DPD) dispatch say that empty hulls were found on the THIRD floor and that it appeared someone had been there for some time?
If we go to Commission Exhibit (CE) 705, page 467, we will see the following.

We can easily tell who sent this transmission by the number.
Mr. BELIN. Now, on this radio log, Sawyer's Deposition Exhibit A, do you notice your number there for any calls at all that might have come in? What number did you use?
Mr. SAWYER. I used No. 9. That is my regular call No. 9.
We see this transmission is tied to Inspector Herbert Sawyer of the DPD. NOTE that it says THIRD FLOOR in this transmission. This is important as it would CHANGE later on to another floor, but still NOT the sixth floor! In Sawyer Exhibit B we see a report was drawn up by Sgt. G.D. Henelee (Radio Dispatcher) to Chief Curry and it states this on the final page:

Next to this transmission is the name “Sawyer” so we see it is still him. Why did the finding of the empty rifle hulls move from the THIRD to the FIFTH floor though? What caused this change? Who knows as Sawyer was never questioned about the transmission regarding the third floor, but he was about the one regarding the fifth floor. Here is that exchange.
Mr. BELIN. Now looking down on this log until the next time your number appears, is 1:12 p.m. What does that say?
Mr. SAWYER. "We have found empty rifle hulls on the fifth floor and from all indications the man had been there for some time."
Mr. BELIN. Then is there anything else?
Mr. SAWYER. This was reported to me by somebody inside the building.
Who was this person INSIDE THE BUILDING telling him that shells were found on the FIFTH floor? Who told him that hulls were found on the THIRD floor? Why did the Warren Commission (WC) leave these important questions unanswered?
