The Warren Commission (WC) claimed that Lee Harvey Oswald (LHO) fired three shots on November 22, 1963, from the sixth floor of the Texas School Book Depository (TSBD) Building at both President John F. Kennedy (JFK) and Governor John B. Connally (JBC). The WC further claimed that LHO then shot and killed Dallas Police Officer J.D. Tippit (JDT). They would further assert that a nearly eight month old unsolved crime, the shooting attempt on retired General Edwin Walker, was the work of LHO too. For all these claims they failed to provide supporting evidence to show us that any of the claims were accurate.
In this post we will look at the comments of a man who became knowledgeable about, and involved in, the investigation regarding the assassination of JFK.

Senator Richard Schweiker of Pennsylvania would become involved in the Senate Select Committee on Intelligence Agencies (it become known as the Church Committee after its chairman Frank Church) in 1975. Schweiker was co-chairman of the committee along with fellow senator Gary Hart. In their Report both Schweiker and Hart wrote the following.

The evidence the Committee has developed suggests that, for different reasons, both the CIA and the FBI failed in, or avoided carrying out, certain of their responsibilities in this matter,” Schweiker and Hart wrote in their study regarding the role of U.S. intelligence agencies in the Warren Commission’s review.
Schweiker and Hart wrote that the Federal Bureau of Investigation and Central Intelligence Agency had neglected to examine Oswald’s possible ties to Cuba’s communist government and to Cuban exile groups in the months before the assassination. It can be said that they failed to inform the WC of the CIA’s attempts on the life of Cuban Premier Fidel Castro as well. Schweiker would give us more information regarding what he learned while co-chairing the Church Committee.

Schweiker further said that “all the fingerprints I found during my eighteen months on the Senate Select Committee on Intelligence point to Oswald as being a product of, and interacting with, the intelligence community. Perhaps he had a special relationship with more than just one intelligence agency too. LHO had a 201 file with the CIA, and despite claims by the WC in general, and Allen Dulles in particular, a 201 file was indicative of more than just an interest by the CIA in someone.
Some researchers have said that the 201 file is a personnel file, thus, if you have one “you are on the payroll” of the CIA.* (Joseph P. Farrell, LBJ And Conspiracy To Kill Kennedy: Coalescence of Interest.– see link below)
In 1976 a CIA document was released that showed LHO had been considered for recruitment. This document was written just three days after JFK’s assassination and said, “We showed intelligence interest” in LHO and, “discussed. ..the laying on of interviews.“ (Jim Marrs, Crossfire: The Plot That Killed Kennedy, p..191)

Someone who had intimate knowledge of the CIA, Victor Marchetti, due to his time as executive assistant to the deputy director said, “Basically, if LHO had a ‘201’ file, he was an agent.” (Ibid, p. 192) This is pretty straight forward to me and matched what the majority of researchers have thought after studying this case.
Senator Schweiker also went on record about how the WC and the FBI handled critics of their work.
