The Warren Commission (WC) claimed that Lee Harvey Oswald (LHO) took a taxi cab after he left the bus following the assassination of President John F. Kennedy (JFK) on November 22, 1963, but there are many questions pertaining to this claim.
This is one of them.

Why did the WC say the cab ride LHO allegedly took with cab driver William Whaley only took five minutes and 30 seconds when Whaley’s testimony said it took nine minutes?
The WC wrote this in their Report (WCR) about this issue.

After a review of these inconsistencies in his testimony before the Commission, Whaley was interviewed again in Dallas. The route of the taxicab was retraced under the direction of Whaley. He directed the driver of the car to a point 20 feet north of the northwest corner of the intersection of Beckley and Neely, the point at which he said his passenger alighted. This was the 700 block of North Beckley. The elapsed time of the reconstructed run from the Greyhound Bus Station to Neely and Beckley was five minutes and 30 seconds by stopwatch. (WCR, pp. 162-163)

In this statement by the WCR we see that they timed the reconstructed cab ride to be just five minutes and thirty seconds, but William Whaley testified to this before the WC.
Mr. BALL. Can you give me any estimate of the time it took you to go that 2 1/2 miles?
Mr. WHALEY. Not actually, sir. I run it again with the policeman because the policeman was worried, he run the same trip and he couldn't come out the same time I did…Where I wait to make my turn until the light is right just after it has been green, almost ready for it to come red, turn right then, then the other lights turn green just as fast as you get to them, go on right through, you save about 2 minutes in traffic that way. That is where I got the 2 minutes on him he never could make up. So I had to go back with him to make that trip to--to show him I was right.
Mr. BALL. How much time, in that experiment, when you hit the lights right, how long did it take you?
Mr. WHALEY. Nine minutes.
Mr. BALL. Nine minutes?
Mr. WHALEY. Nine minutes.
The WC would quickly try and show that it was due to the lights as they asked this question immediately.
Representative FORD. Now on this particular trip with Oswald, do you recall the lights being with you?
Mr. WHALEY. They were with me, sir; for I timed them that way before I took off. Because I made that so much that I know the light system and how they are going to turn.
Representative FORD. So this was a typical trip?
Mr. WHALEY. Yes, sir.
Oops. So how did the “reconstructed ride” the WCR mentioned take ONLY five minutes and thirty seconds again? Was this one of the “inconsistencies” of Whaley’s testimony? This was a big problem for the WC as LHO could NOT have taken nine minutes to get to the point he was left off at and then walk to his rooming house (another five minutes and forty five seconds per the WCR) and be at Tenth & Patton by the time the WC said. This would have taken too long.
This lead to another recreation with a change of destination from 500 Beckley to 700 Beckley to shorten the trip by several blocks. This new reconstruction shrunk the trip time to between five and six minutes.
Mr. BELIN. When we went out there today, when we started the stopwatch from the Greyhound bus station to the 700 block of North Beckley, do You know about how many minutes that was on the stop watch?
Mr. WHALEY. A little more than 5 minutes, between 5 and 6 minutes.
It would seem Whaley’s “inconsistencies” came from trying to appease the WC’s version of events. Neither of the reconstructions could simulate the traffic conditions following the assassination so what did they hope to prove? Also, why did they NOT accept Whaley’s first reconstruction time of nine minutes? It was better than the Dallas Police Department’s (DPD) time of eleven minutes. The ONLY reason this was not good enough is because the WC had already found LHO guilty and they had to get him to Tenth & Patton in time to shoot Dallas police officer J.D. Tippit (JDT) by “around 1:16 p.m.”. This shows again they were NOT interested in what really happened, but what they could use to make LHO look guilty.
There is no credible evidence showing LHO was ever in Whaley’s cab at all, but if he was the time it would have taken to get him back to his rooming house would have prohibited him from arriving in time to shoot JDT.
Why did the WCR’s claim and William Whaley’s original testimony NOT match if it was correct? Because their statement was false, thus, their conclusion is sunk again.
