"The American people are entitled to know whether we are intervening in Cuba or intend to do so in the future. The answer to that question is no." -- Secretary of State Dean Rusk.
On some discussion boards there is a mention of this topic from time to time, but the whole story is never mentioned. Sure, we hear about how President John F. Kennedy (JFK) did not call in air strikes and such, but the real story is not mentioned by the WC defenders who post these attacks. Let's cover some of the things they leave out.
Let us first mention up front that this was NOT a JFK plan. The details began under the Dwight D. Eisenhower-Richard M. Nixon administration and most of the planning was handled by the CIA, who would keep many vital details from JFK, with some input by the Pentagon. In all honesty this was a Vice-President Richard Nixon baby as he expected to win the 1960 election.
The big gripe against JFK is he did not order air strikes to help the invaders. This is just not correct. First of all, any U.S. planes with our markings were not allowed to be used as this would be an overt act of war and this was definitely a clandestine operation.
Secondly, there was an air strike on 4/15/61 by 6 B-26 bombers and this raid knocked out 50% of the Cuban air force. The key was they were UNMARKED aircraft and had come from a base in Nicaragua to provide cover for us. The issue with this is it gave ample warning to the Fidel Castro government that an invasion was imminent (he was already aware of this as well).
Thirdly, JFK would APPROVE a second round of air strikes on 4/16/61, but they never happened. Why?
Because McGeorge Bundy (remember NSAM 273?) calls General Charles Cabell of the CIA to tell him that the next day's air strikes (the second ones approved by JFK) should NOT be launched until the invaders can capture an airstrip within the beachhead. This totally reversed the whole tactical plan and the orders JFK just gave the day before. Secretary Dean Rusk will give Cabell an opportunity to speak with JFK (who they will blame for this) but they see NO point in talking with him. The pilots were actually in their cockpits ready to take off when the cancellation orders come in.
Another key component of making the invasion successful was the elimination of Castro by the CIA (Operation Mongoose) as the thought was the Cubans would not resist the change if he were gone. The CIA failed yet again as Castro was alive and well when the invasion began.
JFK would say, according to Senator George Smathers (FL - his friend, he had a secretary by the name of Mary Jo Kopechne), on 4/14/61 "There is a plot to murder Castro. Castro is to be dead by the time the thousand Cuban exiles trained by the CIA hit the beaches." This is what CIA Director Allen Dulles sold JFK on to get his approval for the plan.
Another topic NOT mentioned by the anti-JFK crowd is that the man who was in charge of the invasion, CIA Director Dulles, was NOT anywhere near the tactical room during the whole invasion process. He takes this crucial time to go to Puerto Rico to speak at the "Young Presidents Organization" meeting. This group is closely affiliated with Harvard and the CIA. It has never been fully explained why Dulles would go at this time (4/15/61) as it left Cabell and Deputy Director for Plans Richard Bissell in a bad spot as they did not have the experience or the right authority to deal with this.
Richard Nixon will stir the pot by saying it is "near criminal for JFK to have called off the air strikes" and we know this is just not the truth. Someone or some group called off the second air strikes via McGeorge Bundy who would increase his power following this event. The Bundys (his brother William) were well connected.
On 4/17/61 Cabell will call the White House and have Secretary Rusk awaken JFK to ask if they can have more air strikes. He requests U.S. war planes though and the answer has to be no based on the laws regarding clandestine operations because these planes are NOT "deniable", meaning it would be obvious the U.S. was involved in the overthrow of another government.
[Note: JFK would issue National Security Action Memorandums #56 & #57 in June 1961 to emphasize that military units cannot be used in paramilitary operations. He would give overall direction of the paramilitary operations to the Joint Chiefs, thus, stripping the CIA of their supervision of these type of guerrilla campaigns. Needless to say, the CIA and the military were not happy. For more information about these memos, see this.]

Another fact NOT discussed by the anti-JFK group is despite this the planes from Nicaragua are called in again and they provide cover the rest of the D-Day flying a total of 13 sorties with a loss of 4 B-26s.
As the reports came in on how bad it was going JFK will say (according to Arthur Schlesinger) of Dulles, "I probably made a mistake in keeping Allen Dulles on. It's not that Dulles is not a man of great ability. He is. But I have never worked with him, and therefore I can't estimate his meaning when he tells me things...Dulles is a legendary figure, and it is hard to work with legendary figures...I made a mistake putting Bobby in the Justice Department. He is wasted there...Bobby should be in the CIA...It is a hell of a way to learn things, but I have learned one thing from this business--that is we will have to deal with the CIA." Imagine if Bobby had been put in charge of the CIA, how would this have changed things?
Here is a great summarization by Ira David Wood III of what happened:
1. The crucial D-Day dawn strikes are canceled, supposedly by the President, WITHOUT the CIA attempting to consult him directly, because there would be "no point" in it.
2. The same strikes are made on D-Day evening, when it is TOO LATE, again WITHOUT consulting the President.
3. The crucial D+2 ammunition resupply convoy is stopped, WITHOUT consulting the President, because it would be "futile."
4. The resupply is attempted on D+2 by air, when it is TOO LATE, this time consulting the President.
